Root cause work
Most foundation repair in this county is a response to a water problem nobody solved. Grading is the cheapest structural work you will ever buy.
Champaign County covers roughly 998 square miles of very flat till plain. On a site with real fall, a small grading mistake still drains. Here, a yard that slopes back toward the house by an inch over six feet will hold water against the wall every time it rains, and there is nowhere for it to go. That is the single most common condition behind a wet basement call in Champaign or Urbana. The county receives close to forty inches of precipitation a year, and on this soil almost all of it has to be moved deliberately because very little of it moves on its own.
The county solved this at farm scale a long time ago. After the Levee Act and the Farm Drainage Act of 1879 and 1885, landowners organized drainage districts, dug ditches and laid clay tile until the wet prairie could be cropped, and by 1900 most of the wet prairie in east central Illinois was gone. The Saline Branch Drainage District in Champaign County is still doing that work. Residential lots got the runoff without getting the same engineering, which is why so many houses here are effectively sitting in a shallow bowl that was drained for corn and then built on.
Rebuilding positive slope for the first ten feet out from the wall using clay-rich fill rather than topsoil, which sheds water instead of absorbing it. The common target is roughly six inches of fall over that first ten feet, though what is achievable depends on how much you have to work with between the siding line and the lot. Extending downspouts well past the backfill zone rather than dumping them at the corner. Adding a swale to move surface water to a legal discharge point. Where the lot is genuinely flat with no outfall, a catch basin tied to a buried line is usually the only honest answer.
A single downspout on an average roof can deliver well over a thousand gallons during a heavy storm, and most of them terminate within three feet of the wall. Extending that discharge six or ten feet out, or piping it to daylight, costs very little and frequently resolves a chronic damp corner outright. Before spending anything on drainage design, go outside during a real rain and watch what your gutters actually do. Overflowing at a corner, dumping behind a bush, or discharging onto a walk that slopes back toward the house are all common, all visible in five minutes, and all cheap to correct.
When a house is built, soil is excavated for the foundation and then pushed back in around it. That backfill is looser than the undisturbed ground beside it, and it settles for years afterward. The result is a band of low, permeable soil following the outline of the house exactly, which is both a channel that collects surface water and a path of least resistance down to the footing. This is why the wet spot is nearly always against the wall rather than out in the yard, and why re-establishing grade over that trench is the specific work that matters.
Moving water off your lot is not unlimited. Champaign County administers a Storm Water Management and Erosion Control Ordinance and Special Flood Hazard Development Regulations through its Department of Planning and Zoning, and municipalities have their own rules about discharge and connections. Directing a new concentrated flow onto a neighbouring property is a good way to create a dispute. Sump and drain discharge often cannot be tied into the sanitary sewer. Ask the contractor where the water is going and whether that discharge point is permitted before the trench is dug.
On a lot with no low point to drain toward, conventional advice runs out. A shallow swale can move water along the side of a house to a front or rear outfall if there is any fall at all to work with. Where there genuinely is not, options narrow to a catch basin and buried line to a permitted discharge, or a dry well sized to hold volume and release it slowly. Dry wells work poorly in tight clay because the surrounding soil accepts water so slowly, so they need to be sized generously and they are not a universal answer here.
Subdivisions built on former row crop ground, which describes a great deal of recent construction in Savoy and around the edges of Champaign, sit on land that was drained by subsurface tile. When streets and lots go in, those lines get cut, capped or rerouted. Water that used to leave through them has to find a new path. Occasionally an old line still runs live under a yard and discharges somewhere it was never meant to. If you have persistent wet ground in a newer subdivision with no obvious surface cause, buried tile is worth asking about, because no amount of regrading addresses water arriving from below.
A basement window well is a hole in the ground sitting directly against your foundation wall, which makes it an efficient collection point for water if it is not managed. Wells should have a drain at the bottom connected to the drainage system or at minimum a deep bed of stone, the surrounding grade should fall away from the rim rather than into it, and a cover keeps out rain and leaves. What you find instead, frequently, is a well full of compacted leaf litter and soil that has risen above the window sill, effectively creating a small reservoir against the glass. Clearing and re-establishing the stone bed is inexpensive work that removes an entire category of leak.
Some of the most persistent drainage problems here are created by well-intentioned yard work. Mulch beds get topped up annually and after a decade the bed sits several inches higher than the surrounding lawn, sloping toward the wall. Edging installed along a bed acts as a small dam that holds runoff against the house. Raised beds and decorative borders built against the foundation do the same. Plastic sheeting under decorative stone stops water soaking in at the surface and instead channels it along the barrier to wherever it ends, which is often the wall. None of these are dramatic, and together they can undo a properly graded lot. Look at what is against your foundation with an eye to where water goes when it lands there.
Before you hire anyone in Illinois: there is no statewide general contractor license in this state. Contractor registration is handled by individual municipalities, and the City of Champaign requires contractors to be registered with the city to pull a permit. Ask who is pulling the permit, ask for written proof of liability coverage and workers' compensation, and get the scope in writing.
