Under the floor
A crawl space on poorly drained prairie soil is a moisture problem first and a structural problem second, and the second one is caused by the first.
This county was wet prairie before it was farmland. Settlers in the 1820s largely stayed in the timber along the creeks because the open prairie was too swampy to work, and it took decades of ditching and clay tile to change that. The underlying hydrology did not disappear when the subdivisions went in. It just got redirected. Crawl spaces sit right at the elevation where that water still wants to move laterally through the soil, and after a wet spring you can see it standing on the vapor barrier. The house did not change. The seasonal water table did what it has always done.
Sustained humidity in a closed crawl space keeps the wood above it near or above the moisture content where decay fungus becomes active. Joist ends soften. Fasteners corrode. Insulation absorbs moisture, gets heavy, drops out of the bays and then sits wet against the subfloor, which is worse than no insulation at all. Meanwhile the same saturated clay under the piers loses bearing capacity, and the supports start finding their way down. You end up repairing framing and footings at the same time because they failed together.
This is the part homeowners underestimate. Air moves upward through a house as warm air rises and escapes at the top, drawing replacement air in from below. A meaningful fraction of the air in your living space has passed through the crawl space first. If that space smells musty, so eventually does the house, and the humidity load it adds makes the whole building harder to cool in summer. Damp crawl spaces are also where you find the conditions that attract insects and rodents. Treating it as a purely structural issue misses half of why it is worth fixing.
Control the water outside first, then dry the space, then repair the structure. Regrading, extending discharge lines and installing a properly pitched drain around the footing come before any encapsulation. Sealing a crawl space that still takes on groundwater just traps it, and you have paid for a very expensive swimming pool liner. Once the space is dry and staying dry, the pier and framing repairs will actually hold. Reversing that order is the most common and most expensive mistake in this category of work.
Encapsulation means a heavy reinforced liner across the floor and up the walls, sealed at the seams and terminated below the sill, usually combined with a dehumidifier and sealed vents. Done properly on a space that has had its water source addressed, it works well and it noticeably improves comfort upstairs. Done as a first move on a space that still takes groundwater, it fails and it hides the failure. Ask directly what happens to water that still arrives after encapsulation and where it is designed to go. If there is no answer, the design is incomplete.
Older practice was to ventilate crawl spaces year round. Current thinking in humid continental climates like east central Illinois is generally the opposite, because on a humid summer day, outside air entering a cool crawl space condenses on the framing and adds moisture rather than removing it. Sealing and conditioning the space is usually the better approach here. That said, it is not a decision to make casually if you have combustion appliances in the space, because sealing changes the air supply. Raise that specifically with whoever does the work.
Where water genuinely arrives despite exterior correction, the answer is the same one used in basements: a perimeter drain in stone at the footing line, piped to a basin with a pump, discharged well away from the house. Crawl space sump basins need a sealed lid, both to control humidity and for safety. Check the discharge line routing before the first freeze, because a shallow line that ices up in January will back the system up exactly when snowmelt is loading it.
Headroom and hatch size determine both cost and duration. Crews need a clear path to the access point, so anything stored against it should be moved beforehand. Standing water usually has to be pumped and the space allowed to dry before structural work can begin, which can add days. Late spring through autumn is the practical working season, both because exterior drainage work needs unfrozen ground and because a saturated crawl space in March is genuinely difficult to work in. Winter is a reasonable time to get it assessed and quoted.
A great many Champaign County crawl spaces carry the home's heating and cooling distribution, and sometimes the water heater or furnace itself. That changes the calculus in two ways. Ducts running through a damp, unconditioned space sweat in summer and lose heat in winter, so the moisture problem is also an energy problem. And if combustion appliances are located in or draw air from the space, sealing it is not a decision to make casually, because you have altered the air supply those appliances depend on. Any proposal to seal and condition a crawl space containing combustion equipment should address make-up air explicitly. If it does not, that is a question to ask before signing.
The practical case for fixing a crawl space is rarely made well by contractors, who tend to lead with structure. The everyday version is this: a damp crawl space raises the humidity of the whole house, which makes summer air conditioning work harder to reach the same comfort, and cold floors above an unsealed space are a heating problem all winter. Homeowners who seal and condition a crawl space commonly report that the floors above stop feeling cold and that the musty smell they had stopped noticing disappears. Those are not structural benefits, but they are the ones you experience daily, and they are worth weighing against the cost.
Once a crawl space is dry and sealed, homeowners inevitably start using it, and a little discipline pays off. Keep anything stored down there off the ground on shelving or pallets rather than sitting on the liner, so that a future leak is visible rather than absorbed. Leave the perimeter clear so the walls, sill and joist ends can be inspected without moving everything. Avoid storing cardboard, which holds moisture and feeds pests even in a controlled space. Most importantly, go down once a year and look, ideally in early spring when seasonal groundwater is at its highest. A system that has begun to fail announces itself long before it becomes expensive, but only to somebody who is checking.
There is a fork in the road here that determines everything else. If the crawl space stays vented and unconditioned, the insulation belongs in the floor joists above it, keeping the heat in the house and the crawl space outside the thermal envelope. If the space is sealed and conditioned, the insulation belongs on the perimeter walls instead, bringing the crawl space inside the envelope with the rest of the house. What does not work is a half measure: sealing the vents while leaving damp batts sagging in the joists, which is a common outcome when moisture control and insulation are handled by different people at different times. Decide which approach you are taking and make the whole assembly agree with it.
Before you hire anyone in Illinois: there is no statewide general contractor license in this state. Contractor registration is handled by individual municipalities, and the City of Champaign requires contractors to be registered with the city to pull a permit. Ask who is pulling the permit, ask for written proof of liability coverage and workers' compensation, and get the scope in writing.
